SINGAPORE AIRLINES SUSPENDS DIRECT FLIGHTS TO CANADA

Singapore Airlines is indefinitely suspending its three-times-weekly service between Singapore and Vancouver, via Seoul, because the service has been hit hard by the economic downturn.

The last flight on the service will be April 25. The airline said that it will continue to serve Canada via its existing schedule of 42 weekly flights between Singapore and its North American gateways - San Francisco, Los Angeles and Houston, as well as both Newark and JFK Airports in New York - then onwards to Canadian cities using the services of its Star Alliance partner airlines in North America.

Singapore also has operational alliances with Air Canada to Toronto and Montreal from European gateways.

OOCL TO CUT 25% OF CAPACITY

OOCL will slash capacity by 25 percent, the ocean carrier’s parent company Chairman C.C. Tung told media. Tung said he expects the firm’s container traffic to fall 20 percent to 30 percent in early 2009, and that it may take two to three years for the industry to see positive growth.

Tung also said OOCL won’t renew contracts on 13 or 14 chartered vessels that are due to expire this year. OOCL has been active in service suspensions along with its Grand Alliance partners and those in the New World Alliance. The two alliances stopped a Black Sea/Asia service earlier this month, and the Grand Alliance members halted an Asia/Europe string in January.

MYANMAR CRACKS DOWN ON SMUGGLING THROUGH EXPORT BOXES

Burmese authorities in the reclusive state of Myanmar are intensifying their crackdown on the smuggling of contraband goods out of the country in containers by introducing stricter checks on exported goods, especially containerized forest products.

The process involves conducting thorough checks on each item exported by having the cargo unloaded from the container before it is allowed to be transported out of the southeast Asian nation by ship, or examined by x-ray at the Port of Yangon, formerly Rangoon, to expose hidden banned goods.

It said the strict export measures were implemented in the wake of an unconfirmed report that narcotics were smuggled out among wood shipments for export, after one such container was allegedly found minutes after receiving the green light to proceed for export.

CBSA - MEMORANDUM D19-7-3 UPDATED - IMPORT/EXPORT OF HAZARDOUS WASTE

This memorandum has been updated to reflect the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations and outlines procedures for the importation, exportation and transits of hazardous waste and hazardous recyclable material.

Authorized carriers of hazardous waste and hazardous recyclable material are now responsible for providing the Canada Border Services Agency (CBSA) with photocopies of the movement document and permit. These documents are to be provided to the CBSA when the export, import or transit of the hazardous waste or hazardous recyclable material shipments is required to be reported under the Customs Act.

CP - VAUGHAN TERMINAL - NEW EMPTY DEPOT HOURS

Please be advised that the hours for the Empty Depot at Vaughan Terminal have changed. Effective Friday February 20th, 2009 the new hours are: Monday - Friday 0600-2200 - Closed Friday 2200 until 0600 Monday.

Carriers can use the main entrance gate to pick-up or drop off empty containers when the depot is closed.

AIR FRANCE-KLM CUTS SUMMER CAPACITY 2PC

Business travel slump is further adding to Air-France-KLM woes of declining air cargo with a move to cut its summer flights by two per cent from April to October, and reduce its capital expenditure by EUR1.2 billion, (US1.5 billion) including EUR600 million.

Since its financial year-end results come on March 31, forecasting accurately is difficult with a world economy in freefall, said a company statement, but it would "depend on economic developments, their impact on the passenger activity, and especially on cargo, which is facing extremely difficult conditions".

Europe's largest air carrier plans to unwind several of its fuel-hedging positions following a EUR288 million loss from wrong-way hedging.

CP INTERMODAL & INTERNATIONAL BULLETIN: QUEBEC SPRING THAW RESTRICTIONS

The Quebec Ministry of Transport will implement the annual spring thaw weight restrictions in March 2008. Effective March 1, 2008 Canadian Pacific will not accept/ingate any overweight containers.

Shipment weights must be reduced and evenly distributed in the unit in order to avoid possible charges and fines associated with overweight loads. Canadian Pacific will not accept responsibility for any such charges. Overweight loads will be returned to the Shipper at their own expense.

Once Quebec Spring Thaw restrictions have been published by the Quebec Ministry of Transport, Canadian Pacific will advise via broadcast when the restrictions will end. In order to prepare for the timely delivery of goods, Canadian Pacific will not accept/ingate containers overweight effective March 1, 2008.

MAERK GENERAL RATE INCREASE IN THE TRANSATLANTIC TRADE

As a result of the market instability in the Transatlantic Trade, Maersk Line has announced the following general rate increase, effective 1 April 2009. The filed increases are as follows between Northern Europe and the East Coast and Gulf Coast of North America:

USD 160 per 20' dry container and USD 220 per 40' container/high cube/45' container/reefer. 

The filed increases are as follows between Northern Europe and the West Coast of North America:

USD 200 per 20' dry container and USD 300 per 40' container/high cube/45' container/reefer.

The increases apply equally to all Eastbound and Westbound cargo moving between the US & Canada and Northern Europe.

PORT METRO VANCOUVER - ENVIRONMENTAL REQUIREMENTS EXTEND TO 2017

In an effort to have safer, cleaner, more sustainable container trucks service, Port Metro Vancouver will implement the next phase of the Truck Licensing System (TLS) environmental requirements.

PMV encourages beneficial cargo owners and companies that ship and/or receive cargo on behalf of beneficial cargo owners to ensure their motor carrier services meet the next phase of requirements. Trucks that do not meet these requirements will be suspended or cancelled from TLS on April 1, 2009.

Trucks older than 1994 will require a truck age exception application approved before April 1, 2009 and an acceptable opacity test result of 20% or less. Trucks 10 years and older will be suspended from port property unless an acceptable opacity test measured at 20% or less has been submitted to and approved by the TLS Administrator by March 31.

These requirements must be submitted to and approved by the TLS Administrator before April 1, 2009 for trucks older than 1994 to avoid being banned from the Port.

AIRLINES DECREASE FUEL SURCHARGES

Polar Air Cargo - advised that it will decrease its Fuel Surcharge on all shipments from Canada to Asia & Australia to 0.55cts per kilogram, or the local currency equivalent, effective March 6th, 2009

American Airlines Cargo – advised that effective Thursday March 5, 2009 they will reduce their fuel surcharge to $0.50/kg (on actual weight) for all shipments originating in Canada.

IMPORTANT: OOCL CANADIAN GATEWAY NORTH ATLANTIC ROUTE 3 TEMPORARILY SUSPENDED

As a result of economic developments, members of the St. Lawrence Coordinated Services (SLCS) would like to advise that the Route-3 service from Montreal to Europe (Hapag-Lloyd’s SLCS3 service and OOCL’s GEX3 service) will be temporarily suspended, with immediate effect.

The SLCS Route-1 service (SLCS1/ GEX1) will be upgraded through the injection of additional tonnage, allowing Liverpool to be added to the existing weekly rotation.

New port rotation is as follows: Liverpool/ Antwerp/ Southampton/ Le Havre/ Montreal. The Route-2 weekly service (SLCS2/ GEX2) covering Hamburg and Antwerp will remain unchanged. Members will continue to closely monitor the trade patterns to ensure the future needs of their customers are fully met.
