CANADA TABLES LEGISLATION TO IMPLEMENT FREE TRADE WITH EUROPEAN FREE TRADE ASSOCIATION

The Honourable David Emerson, Minister of International Trade and Minister for the Pacific Gateway and the Vancouver-Whistler Olympics, tabled in Parliament legislation to implement Canada’s free trade agreement with the states of the European Free Trade Association (EFTA): Iceland, Liechtenstein, Norway and Switzerland. “

The tabling of this implementing legislation brings the Canada-EFTA Free Trade Agreement one step closer to coming into force,” said Minister Emerson. “This agreement is expected to bring solid economic opportunities for Canadian exporters and importers by providing them with increased access to the sophisticated EFTA markets. 

WTO SAYS CHINA MORE RESTRICTIVE ON ITS EXPORTS

JOC Online - China has made its export regime "considerably more restrictive" in part because of its efforts to reduce its large trade surplus, the World Trade Organization says in an upcoming review of the country's trade policies...“A variety of measures, including export taxes, reduced rebates of [ValueAddedTax] on exports and export prohibitions, licensing and quotas, are used to restrain, if not prohibit, exports of a considerable and growing number of products,” stated the WTO report, which is to be published next week.

Some of these measures are being implemented to meet the country's international obligations now that it is a member of the WTO, said the report. However, many measures are also intended to cut exports of products that use large amounts of natural resources and energy or to reduce China's large trade surplus in order to reduce trade frictions.

“A more flexible exchange rate and thus more independent monetary policy would complement structural reforms, especially those concerning the capital market, and obviate the need for price controls and other non-market measures to contain inflation," the report stated.

GRAND ALLIANCE TO RETURN TO THAMESPORT

Grand Alliance lines Hapag-Lloyd, NYK and OOCL will later this month return to Thamesport in the United Kingdom with three transatlantic services.  The alliance consolidated all calls in the United Kingdom to Southampton Container Terminals in September 2006. The three services returning to Thamesport are the Pacific Atlantic Express (PAX), the Gulf Atlantic Express (GAX) and the Gulf of Mexico Express (GMX).

THE TRANS-ATLANTIC CONFERENCE AGREEMENT (TACA) BAF & CAF

The TACA tariff published BAF will be maintained for a further 30 days beyond its current period through, at least, July 15th, 2008 at the following levels:

Traffic to/from and via:

Atlantic/Gulf Coast Ports:
$607 per 20ft container, $1214 per 40/45ft container, WM $61.00

Pacific Coast Ports:
$911 per 20ft container, $1822 per 40/45ft container, WM $91.00.

The Currency Adjustment Factor (CAF), based on the latest monitoring exercise, will remain unchanged at 15% (fifteen percent) through, at least, July 15th, 2008.

HORIZON HIKES FUEL FEE

Horizon Lines has raised its fuel surcharge for Hawaii and Guam by 1.5 percent, from 33.75 percent to 35.25 percent, effective June 8.

INTERMARINE INCREASES BUNKER AND PANAMA CANAL SURCHARGES

Intermarine, the agent for Industrial Maritime Carriers and West Coast Industrial Express announces that the carriers will increase the bunker and Panama Canal surcharges on all their services to/from South America and the Caribbean effective May 24, 2008. 

The new surcharge levels will be as follows:

Bunker Surcharges: North, East, and West Coasts of South America including the Caribbean and Mexico - Break-bulk $51.00 w/m as freighted (minimum $51.00); 20ft and 40ft containers will remain at $440.00 and $690.00 per unit respectively.

Panama Canal Surcharges:
Break-bulk $15.00 w/m as freighted (minimum $15.00) - containers $175.00 per unit for 20ft containers, and $350.00 per unit for 40ft containers. Surcharges applicable to all cargoes transiting the Panama Canal. All subject surcharges apply to all inbound and outbound cargoes and will be effective for all cargoes loaded to carrier’s vessels on or after May 24, 2008.

AIR CARRIER FUEL SURCHARGE INCREASES

Northwest Airlines - will increase its fuel surcharges effective May 15. All of Northwest's international fuel surcharges will increase from $1.05 to $1.10 per kilogram. 

Polar Air Cargo - will increase the fuel surcharge from North America effective May 12, 2008. North America to South America $1.50/kg - North America to all other destinations $1.10/kg

The surcharges will continue to be applied to the chargeable weight of the shipment.  Likewise the present minimum charge of $5.00 per Air Waybill will continue to be applied to small shipments.  

Alitalia – will increase its fuel surcharge to CAD$1.11 per kilo effective May 14, 2008 based on actual weight. The CAD$1.11 per kilogram, will apply to all shipments including minimums tendered to Alitalia Cargo from May 14, 2008.  The surcharge is non-commissionable and the code MYC must be inserted in the other charges “Due carrier” box on the air waybill.

American Airlines Cargo - announced an increase in its fuel surcharge of $0.05/kg in most international markets and $0.02/lb for U.S. domestic shipments, effective May 22, 2008.  

Air Canada Cargo - will increase its existing fuel surcharge, effective May 26, 2008 - Canada (Domestic) CAD $1.00/kg - Canada (to USA & International) CAD$1.05/kg - USA (to Canada & International) USD$1.05/kg – Europe EUR$1.05/kg - U.K. and Ireland GBP$0.69/kg.

Aer Lingus Cargo - will increase its fuel surcharge to USD 0.95 effective from Wednesday, May 28, 2008. The following guidelines apply when issuing Aer Lingus Cargo air waybills on or after May 28, 2008: Fuel Surcharge of $0.95 per kilo on the actual weight. Minimum charge: $5.00. The Fuel Surcharge code must be shown as “MY” in the “Due Carrier" box of the air waybill. The surcharge is non-commissionable.

US Airways Cargo - will increase its International fuel surcharge effective June 1, 2008. From Canada to Europe and beyond CAD $1.05 per kg, Europe to and from the US, Caribbean, Central America and Mexico USD $1.05 per kg

BA TO SERVE JFK FROM GATWICK IN ADDITION TO HEATHROW

British Airways is to open a new route between New York NY JFK (USA) and London (UK), with daily B777s to and from Gatwick from 27 October - in addition to its existing 55 roundtrips a week between JFK and London Heathrow.

BA also serves the Newark-Heathrow route. The new Gatwick flights will replace its current B767 daily flights between JFK and Manchester (UK).
